How a Carrier Panel Is Built

Define the requirement
Cargo profile, lane geography, equipment type, service level, appointment discipline, and reporting capability are documented before any carrier is approached.

Source candidates
Candidates are identified against that requirement rather than a general capacity search, so the shortlist is relevant from the start.

Review documentation
Legal information, operating authority, safety documentation, insurance certificates, and cargo coverage are collected and checked against expiry dates.

Assess operational fit
Equipment suitability, service geography, communication practice, subcontracting policy, and willingness to follow customer procedures are assessed.

Onboard and set expectations
Escalation contacts, status reporting method, documentation requirements, and performance criteria are confirmed in writing before the first shipment.

Performance is scored on an agreed scorecard, documents are renewed on a calendar, and corrective actions are tracked to completion.

Frequently asked questions
What documents are reviewed?
Legal business information, operating authority, applicable safety documentation, insurance certificates with policy limits and expiry dates, and cargo coverage suitable for the commodity being moved. References, claims process, and subcontracting policy are reviewed alongside the documents.
How often are insurance documents renewed?
Certificates are tracked against their expiry dates on a renewal calendar, and updated documents are requested before expiry rather than after. Carriers are asked to agree in advance to provide updated documents as a condition of remaining on the panel.
Can a customer require a specific carrier?
Yes. Customer-nominated carriers are common, particularly where an existing relationship or contract rate is in place. We recommend running the same qualification review so that documentation, insurance, and escalation contacts are confirmed and monitored consistently with the rest of the panel.
Does Sangjin guarantee carrier performance?
No. Qualification and monitoring reduce risk; they do not remove it. Sangjin is not the carrier and is not a party to the transportation contract. Contractual responsibility for transportation sits between the customer and the carrier.
How are carrier incidents handled?
Incidents follow the exception management process: detect and verify, assess operational impact, notify the agreed contacts, develop recovery options, obtain approval, coordinate the response, record actions and documents, then complete a root-cause and corrective-action review that feeds back into the scorecard.
Are subcontracted carriers permitted?
Subcontracting policy is one of the qualification areas reviewed, and expectations are set explicitly during onboarding. Whether subcontracting is acceptable for a given programme is a customer decision, documented as part of the engagement rather than assumed.
